I'm sorry that you are unable to send a gifted playlist to your friend in the United States. I have researched this issue and consulted with fellow team members and, at this time, the iTunes Store does not support gifting music overseas.
This is also very similar to when purchasing iTunes Gift Cards. When you purchase an iTunes Gift Card, it must be redeemed in the same country it was purchased in.
